House Agreement calls for tax incentives for biofuel use
Published 21 March 2011
with 41 votes and one abstention, the Board of the House of Representatives gave its approval to the Draft Agreement 240, which requests the President to submit to Parliament a bill to establish tax facilities for the use of biofuels, including temporary tax exemptions on sales and services and incentives related to the Law on Income Tax.
The manager of the bill was Rep. Henry Van Rysselberghe (UDI), who emphasized that Chile has a high dependence on nonrenewable energy sources, as reflected in the fact that 70% of primary energy consumed and must import 98% of oil is also imported.
"In this context, greater diversification of sources and supply providers can be especially significant for increasing energy security, both from the point of view of supply and cost," he said.
The MP said that biofuels first and second generation can be used to replace liquid fossil fuels in industrial combustion processes, vehicular and domestic, which also have greater environmental benefits by reducing the levels of gas emissions effect emissions.
However, he stressed that the use of biofuels in Chile is marginal, unlike countries such as Brazil, USA, France, Sweden and Germany, which have developed markets for these fuels.
why Van Rysselberghe emphasized that one should support the emerging biofuels industry in Chile to achieve industrial upgrading and maturity, for which raised the need to develop instruments for the promotion in order to develop this activity by making it competitive.
In this framework, presented the draft 240 Agreement Piñera asking the President to submit a project to establish tax incentives to encourage development of this industry, including temporary tax exemptions, reduced tax base income and tax credits to businesses that import, distribute, sell or trade in biofuels.
